Panama’s Qualified Investor Visa Relies on Real Estate as Core Route

Unlike many residency-by-investment schemes that rely on government bonds, funds or frozen deposits, Panama structured its QIV to channel capital into tangible real estate assets. The program offers three main routes: a minimum investment of $300,000 in real estate, $500,000 in securities listed on the Panamanian stock exchange, or $750,000 in a fixed-term bank deposit. All investments must be maintained for five years.

The real estate option is the most accessible, priced $200,000 below the securities route and less than half the bank deposit requirement. According to the program’s design, this approach directs foreign capital toward construction and development in one of Latin America’s fastest-growing economies.

Successful applicants receive permanent residency immediately upon approval, typically within 30 to 90 days of filing. The program requires only one day of physical presence in Panama every two years. After five years of permanent residency, investors may apply for citizenship.

The qualifying real estate investment simultaneously serves multiple purposes: it fulfills the residency requirement, can function as a personal residence or rental property, and offers potential appreciation and income generation. Panama’s use of the US dollar eliminates currency risk for many investors, while the country’s territorial tax system exempts foreign-source income from taxation.

The Ministry of Commerce and Industry (MICI) oversees approvals. Funds must originate from outside Panama, with international wire transfers being the standard method. Approved cryptocurrency transactions, including regulated US-dollar stablecoins, have also been accepted when source of funds is clearly documented.

Two main structures are recognized for the real estate route: direct payment to a qualified developer with certified bank confirmation, or placement of at least $300,000 into a Panamanian trust (fideicomiso) that disburses funds according to construction milestones.

A single qualifying investment covers the principal applicant, spouse, unmarried or dependent children under 25, and parents or parents-in-law.
